22 Mar 2023 EEC imposed another fines on Kazakh and Kyrgyz companies for unfair competition in professional accountant certification New fines totally amounting to around three million Russian rubles are to be paid by the professional organization of accountants "Chamber of Professional Accountants of the Republic of Kazakhstan" (Republic of Kazakhstan), the limited liability partnership "Eurasian Institute of Certified Public Accountants" (Republic of Kazakhstan), the public association "Institute of Professional Accountants and Auditors of Kyrgyzstan" (Kyrgyz Republic) and the CIPAEN institution (Kyrgyz Republic) to their respective countries' budgets. Earlier, the EEC Board's Decision dated January 17, 2023 had already imposed on these companies fines for unfair competition in the transboundary market of public accountant certification services.  The new investigation was conducted in pursuance of competitor unlawful behavior applications filed to the Eurasian Economic Commission by a number of economic entities from Russia, Kazakhstan, Kyrgyzstan and Uzbekistan. The case investigation ascertained that the said companies placed at www.cipaprogram.org website in their own certificate registry the information on certificates issued by other organizations, including the applicants. The website also informed that several certificates were postponed or canceled, and in order to activate/reissue them, the accession to one of these organizations was required. Other unreliable information has been revealed as well. For example, several certificates had the year 1900 as their date of issue. Commenting on the decision adopted by the Commission's Board, Bakhyt Sultanov, EEC Minister in charge of Competition and Antitrust Regulation, emphasized: "The companies have violated paragraph 2, Article 76 of the Treaty on the EAEU. The matter is unfair competition. Shall I mention that most applications on the antitrust behavior facts received by the EEC are associated exactly with this violation. For example, 15 of 26 applications the Commission considered in 2022 were related to unfair competition."
21 Mar 2023 Program for Developing Interstate Standards for Package updated The Eurasian Economic Commission’s Board has approved amendments to the Program for Developing Interstate Standards that ensure implementing and applying the technical regulation "On package safety". The draft amendments have been prepared amid implementing more than 90% of the ongoing Program. The Program's new revision, prepared with due regard to the Member States’ proposals, includes 41 items. New interstate standards are planned to be developed for 31 items, 28 of which will be based on the requirements of ISO, EN and OECD international and regional standards. The Program’s other items envisage making amendments to or reviewing current interstate standards with due regard to the most up-to-date versions of international standards. As for the standards not completed under the previous Program, their development deadlines have been updated.
21 Mar 2023 Mikhail Myasnikovich wished Russian Foreign Minister Sergey Lavrov a happy birthday Mikhail Myasnikovich, Chairman of the Eurasian Economic Commission's Board, wished Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation, a happy birthday. "As the highest-grade statesman, you have made an enormous contribution to developing the Great Russia and protecting its interests," the congratulatory letter reads. "You excite love and respect in Russia and other Eurasian Economic Union States, and your opinion matters in every part of the world. You are a remarkable and sincere person!" The Head of the EEC Board wished Sergey Lavrov good health, well-being and further success for the benefit of the Russian Federation.
21 Mar 2023 EEC Board Chairman congratulated Presidents of Kazakhstan, Kyrgyzstan, Uzbekistan, Iran, Azerbaijan and Turkmenistan on the International Nooruz (Nauryz, Nawruz, Nowruz) Holiday Mikhail Myasnikovich, Chairman of the Eurasian Economic Commission's Board, congratulated Kassym-Jomart Tokayev, President of the Republic of Kazakhstan, Sadyr Japarov, President of the Kyrgyz Republic, Shavkat Mirziyoyev, President of the Republic of Uzbekistan, Seyyed Ebrahim Raisi, President of the Islamic Republic of Iran, Ilham Aliyev, President of the Republic of Azerbaijan, and Serdar Berdimuhamedov, President of the Republic of Turkmenistan on the Nooruz (Nauryz, Nawruz, Nowruz) spring holiday. In his congratulatory addresses, Mikhail Myasnikovich highlighted that this holiday, "being a symbol of ancient traditions, embodies the spiritual ascension, awakening, and rejuvenescence of nature. The holiday's customs are being honored for millenaries, transferred throughout generations and uniting the peoples." The Head of the EEC Board wished the Heads of States good health, well-being and every success in their state and international activities, as well as welfare and prosperity to the peoples of the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Uzbekistan, the Islamic Republic of Iran, the Republic of Azerbaijan and the Republic of Turkmenistan. For reference The International Nooruz (Nauryz, Nawruz, Nowruz) Holiday, translated from Persian as "new day", is celebrated on March 21. This holiday marks the arrival of spring under the astronomical solar calendar among the Iranian and Turkic peoples. Nooruz is a national tradition. On September 30, 2009, Nooruz was included in the UNESCO Representative List of the Intangible Cultural Heritage of Humanity, and since then, March 21 has been declared the International Nooruz Holiday.
21 Mar 2023 Passenger customs declaration for express cargo amended The Eurasian Economic Commission's Board has approved amendments aimed at improving the procedure for filling out the customs document when declaring goods for personal use delivered to natural persons as express cargo. The approved amendments envisage adding a new line and procedure for filling it out to the form of a passenger customs declaration for express cargo. The new line will specify information on the actual location of goods. "The amendments shall make it possible to identify the goods location in order to efficiently implement the remote release technology," mentioned Eldar Alisherov, EEC Minister in charge of Customs Cooperation. "Taken together, this will enable optimizing the documentation procedure for the said cargo category and reducing costs for businesses." The project is a logical continuation of the comprehensive work conducted by the Commission's customs unit to improve the customs administration of express cargo and the formation of a modern legal framework on this issue. For reference Decision No. 158 of the Eurasian Economic Commission's Board dated October 16, 2018  approved the form of a passenger customs declaration for express cargo and the procedure for filling it out.
20 Mar 2023 Developing Eurasian automotive industry to be considered at EEC venue This initiative was put forward by Nikolay Rogozhnik, Deputy Director of the Eurasian Economic Commission's Industrial Policy Department, at a meeting with businessmen as part of his visit to Moskvich Moscow Automotive Plant and the intersectoral automotive congress. During their visit to the Russian automotive industry enterprise, the industrial unit's delegation discovered the plant's production potential and development strategy, as well as the suggested cooperation areas within the Eurasian Economic Union. Among the most promising cooperation vectors they mentioned such areas as microelectronics, cable and wire manufacturing, power engineering, petrochemical industry, and machine tool building. Special attention was paid to developing the domestic microelectronic component base under the presented Production Localizing Program until 2030. The plant is already actively cooperating with national navigation system manufacturers, and, as of today, they managed to arrange deliveries of some microelectronic modules, including GLONASS system required to manufacture the final products. However, there is a need for other microelectronic equipment to perform computing and checking operations. In this regard, Nikolay Rogozhnik proposed considering sectoral interaction matters at the EEC venue within field-specific expert groups involving the Union countries' authorized authorities and businessmen.
17 Mar 2023 Arzybek Kozhoshev, "The EAEU countries are ready to overcome energy challenges together" Energy challenges faced by the Eurasian Economic Commission Member States and their readiness to overcome them by joint efforts was noted by Arzybek Kozhoshev, Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission, at the International Energy Forum of the Eurasian Economic Union countries called "Renewables, Innovative Solutions and Digital Transformation in the Extraordinary Economic Environment" that was held in Bishkek on March 16–17. The Forum was organized by the Association of Women in the Energy Sector of Kyrgyzstan together with the EEC and was dedicated to expanding the use of renewable energy sources in the energy balances of the EAEU States, to digital transformation and human resources development. The EEC Minister emphasized an active use of renewable energy sources and related processes of decarbonization and transition to low-carbon development. "One of the outcomes of transitioning to low-carbon development will be a reduced demand for organic fossil fuel and an increased role of renewables and other green energy sources," believes Arzybek Kozhoshev. The Forum was attended by Vadim Zakrevsky, Director of the EEC Energy Department, who stressed that along with renewable energy sources, hydrogen and nuclear energy were also on the list of promising development fields. Today, the Eurasian Five countries are actively promoting all types of renewables, both those that are relatively new, such as solar, wind, tidal, geothermal, wave, etc. energy, and traditional ones – hydropower and biomass. On the sidelines of the Forum there were reports made by representatives of the Executive Committee of the CIS Electrical Power Council, Eurasian Development Bank, authorized public authorities, research and business communities of the EAEU countries. For reference In 2022, the Republic of Armenia commissioned 11 solar power plants with the total capacity of up to 65 MW; their construction was financed by the Eurasian Development Bank (EDB) in the amount of 37 billion USD. The SPP potential in Armenia is estimated at 8 GW. In the Republic of Belarus the total capacity of renewables as of year-end 2021 was 500 MW; by 2025, it is planned to increase it to 630 MW. It was decided to promote renewables to make up 8% of the electric power output. The Kyrgyz Republic has a great potential in the field of renewables that is estimated at 5 billion kWh*year at hydropower facilities, over 490 million kWh*year at solar facilities and 45 million kWh*year at wind facilities.  In the Republic of Kazakhstan the electric power generated by renewables exceeded the 2021 targets. Now Kazakhstan has 136 renewable energy sources with the rated capacity of 2065 MW: 40 wind power plants of 684 MW; 51 solar power plants of 1093 MW; 40 hydroelectric power plants of 280 MW; 5 biomass power plants of 8 MW. In 2021, 19 facilities were commissioned having the total capacity of 393 MW. In the Russian Federation the combined commissions of renewable energy facilities in the wholesale and retail markets amounted to 1217 MW in 2021. In Q4 2021 alone, Russia had 12 new facilities: eight wind power stations and four solar power stations. The renewable generation capacity grew by 656.4 MW. As of year-end 2021, renewable energy facilities generated more than 5.2 billion kWh of electric power.
17 Mar 2023 EAEU and SCO strengthen their multi-faceted economic partnership Mikhail Myasnikovich, Chairman of the EEC Board, and Zhang Ming, SCO Secretary General, discussed economic cooperation matters during their meeting in Moscow on March 17. It was decided to intensify joint practical activities in the field of transport and logistics, as well as to stimulate integration of currency and payment systems for making independent cross-border payments. According to Mikhail Myasnikovich, the SCO and EAEU economic agendas have the potential to complement each other and define the global landscape. "In 2022, the EAEU–SCO trade turnover amounted to 270.2 billion USD having increased by over 40% in one year," noted the Chairman of the EEC Board. The Parties confirmed their commitment to signing the Joint Action Plan to Implement the Memorandum of Understanding between the EEC and the SCO Secretariat. The document is at the final approval stage and might be signed as early as in May this year. The Head of the EEC Board told that the Commission had prepared a concept for implementing a transport and logistics megaproject designed to connect the territory of the Eurasian region. This project is currently being reviewed by the SCO. Mikhail Myasnikovich and Zhang Ming stressed the importance of expanding mutual settlements in national currencies and cooperation in integrating currency and payment systems to make independent cross-border payments, as well as financing trade and investment. The EAEU did good groundwork: as of year-end 2022, the share of settlements in national currencies within the Union equaled 80%. We believe that it is necessary to ensure synchronization of payment and settlement infrastructures of the EAEU and SCO. We will soon submit our proposals," noted Mikhail Myasnikovich. The Chairman of the EEC Board invited the SCO Secretary General to take part in the 2nd Eurasian Economic Forum to be held in Moscow on May 24–25. The Forum will host a special session, EAEU – SCO – BRICS: Open Integration Dialog. In his turn, the SCO Secretary General invited Mikhail Myasnikovich to pay an official visit to the SCO Secretariat in Beijing.
