Georgy Arzumanyan: "The EAEU can become a platform for deepening cooperation between Europe and Central Asia"
Georgy Arzumanyan, Deputy Director of the Eurasian Economic Commission's Industrial Policy Department, took part in the session "The Art of Keeping Doors Open: What Insights from Central Asia for the 21st Century?" as part of the anniversary flagship conference of the Association of European Businesses. The event brought together major business leaders, experts and representatives of public authorities to discuss the prospects for working relations with European businesses in 2025. Emphasizing the important role of Central Asia in the integration processes across the Eurasian space, Georgy Arzumanyan noted that Kazakhstan and Kyrgyzstan are members of the Eurasian Economic Union, and Uzbekistan has observer status at the EAEU. "An important item of our integration agenda is the support to the real sector and the development of industrial cooperation," noted Georgy Arzumanyan. "The Commission establishes cooperation chains in such sectors as machine building, oil and gas equipment production, light industry, chemical industry and others." Georgy Arzumanyan also emphasized that the Central Asian states have significant resource potential and demonstrate dynamic growth of industrial capacities. On the one hand, this provides good opportunities for the countries of the region to participate in creating joint high-tech ventures within the EAEU and on the other hand, enables Eurasian and European investment and new technological partnerships in Central Asia. According to the EEC representative, taking into account the existing tools for supporting the real sector, there are also opportunities for using the mixed financing mechanism, including through cooperation between financial institutions and development institutions. The Association of European Businesses (AEB) is the main representative body of foreign investors in Russia. Founded in 1995, the AEB is an independent non-profit organization of over 380 European and Russian companies. The AEB includes large international corporations, small and medium-sized enterprises not only from Europe, but also from other regions around the world.

EEC presented financial cooperation mechanism at exhibitions of high-tech products
A delegation of the Eurasian Economic Commission took part in the international specialized exhibition "Photonics. World of Lasers and Optics" at the Moscow Expocenter. Entrepreneurs, scientists and industry specialists were told about the mechanism for financing cooperation projects in the Eurasian Economic Union. Highlighting the importance of photonics development within the EAEU, Vitaly Vovk, Deputy Director of the EEC Industrial Policy Department, has emphasized that this advanced field is inextricably linked to technological sovereignty and the development of many important economic sectors, including mechanical engineering, electronic engineering, pharmaceutical production, the agricultural sector and manufacturing of unmanned transport, including aircraft. "It is necessary to direct the efforts of the governments of the Union countries and businesses to establish photonics as an independent sector, commercially attractive for the market and investment," believes Vitaly Vovk. "For this purpose, first of all, we need support instruments for developers and manufacturers, guaranteeing accelerated development of the industry. Our new mechanism for financing industrial cooperation can become such an efficient tool." Taking into account that photonics is an R&D-intensive area, it should be emphasized that the established union budget provides not only for financing of new and modernization of the existing production facilities. The program envisages expenditures on research and development for setting up and expanding industrial production. The EEC representatives also told about the financial cooperation mechanism to the participants of the session on creating new production facilities in economic development areas and technology parks at the Elektro 2025 international exhibition.

Arzybek Kozhoshev: "Interaction between the EAEU and CIS experts allows integrating approaches being established at the platforms to shape common electric power markets"
Arzybek Kozhoshev, EEC Minister in charge of Energy and Infrastructure, took part in the 66th meeting of the CIS Electric Power Council held in Kazan on April 2. During the meeting, the EEC Minister told about the work on shaping a common electric power market of the EAEU countries and noted that electric power trade employing exchange mechanisms is a way to ensure transparent pricing, equal competition and non-discriminatory access to cross-border trade. At the same time, the overall objectives are focused on ensuring reliable power supply by utilizing the advantages of the unified technology capabilities of the electric power industry. According to Arzybek Kozhoshev, close cooperation with the Executive Committee of the CIS Electric Power Council within the framework of the concluded Memorandum of Cooperation and the adopted action plan is efficient and allows integrating approaches being established at the platforms to shape common electric power markets. As part of the event, Arzybek Kozhoshev attended the ENERGOPROM energy forum and toured the exhibition.

Bakytzhan Sagintaev greets Masoud Pezeshkian on Iranian Islamic Republic Day
Today is the Islamic Republic Day, a national holiday in Iran. Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission, greeted Masoud Pezeshkian, President of the Islamic Republic of Iran, and all Iranian people on this holiday. “I am certain that mutually beneficial cooperation between the EAEU States and Iran will continue to deepen for the benefit of our countries' peoples,” the Head of the EEC Board noted in his congratulatory letter. On behalf of the Commission and in his own capacity, Bakytzhan Sagintaev wished Iran economic prosperity and well-being. Since December 26, 2024, in accordance with the Supreme Eurasian Economic Council's decision, Iran has the status of an Observer State at the EAEU.

Eurasian Economic Commission celebrated Nauryz holiday
The Eurasian Economic Commission held a festive event dedicated to Nauryz — one of the most significant holidays in the world, including in the countries of the Eurasian Economic Union. Nauryz symbolizes the new year, the arrival of spring and the associated renewal of nature. It represents evolvement and prosperity, harmony and unity, care and hospitality. "Today we are shaping together an integration association based on the principles of equality, friendship and constructiveness. This is what also lies at the heart of the Nauryz holiday's philosophy," Bakytzhan Sagintaev, Chairman of the EEC Board, told to the guests. For one day the Commission's headquarters turned into a vibrant corner of the East — yurts were set up here, patterned carpets were laid out, a painting exposition was opened, and handicraft workshops were organized. EEC staff expressed themselves creatively: they performed songs, instrumental compositions and dances based on folk traditions and customs. The event also featured a tasting of national dishes. In 2009, UNESCO included Nauryz holiday in the Intangible Cultural Heritage List. The holiday is celebrated as the beginning of the new year by more than 300 million people around the world, including in Central Asia, the Caucasus, the Balkans, the Middle East, the Black Sea basin countries and other regions.

Bakytzhan Sagintaev: "The Commission works on creating a common digital space of the EAEU, filled with the best technology solutions"
Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission, took part in the plenary session of the International Economic Forum of the CIS Member States "New Impulses for Developing the Greater Eurasian Partnership. Science and Technology and Innovative Cooperation". Welcoming the event participants, Bakytzhan Sagintaev noted the relevance of the plenary session topics of the Forum for all countries, including the Eurasian Economic Union. Scientific, technological and innovative development is one of the effective tools for further growth of the Eurasian Economic Union economies. All Eurasian Five Member States have approved strategic and program documents that ensure progressive science and technology development. At the supranational level, tasks are being tackled to integrate the EAEU into the global architecture of economic relations, increase exports, attract investment and technology. During the functioning of the Eurasian Economic Commission about one hundred memoranda of cooperation with third countries and international organizations have been signed, allowing sharing experience, including in terms of advanced innovative developments. "Given the high pace of digital transformation in all areas of the economy, the Commission actively works on the creation of a common digital space focused on simplifying interaction between government agencies, businesses and citizens," reported the Head of the EEC Board. "Our task is to make all processes faster, more convenient and safer. The implementation of technology solutions is based on the Digital Union concept". Bakytzhan Sagintaev spoke about the successful functioning of the integrated information system within the EAEU. Its development creates a supranational infrastructure that allows five different systems to be in the same ecosystem. Digitalization is currently developing dynamically in a number of areas of the economy. The measures taken in the transport sector will make it possible to ensure seamless transportation, creating a sustainable transport and logistics framework within the Union. In the energy sector, one of the most important tasks is to diversify the structure of power generation. In the agricultural sector it is promising to further establish cooperation in the production of knowledge-intensive goods. According to Bakytzhan Sagintaev, innovations and accelerated assimilation of scientific and technological advances largely determine the competitiveness of each national economy. Dialogue and effective interaction between integration structures will contribute to implementing this task.

Maxim Ermolovich: "Developing exchange trade within the EAEU ensures fair competition and unimpeded mutual supply of goods"
At a specialized international forum in Moscow, Maxim Ermolovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission, urged the exchange business community of the Eurasian Economic Union countries to cooperate actively in the development of regulatory acts to create a common exchange market of the EAEU. The event participants discussed the prospects for developing exchange markets of oil and petroleum products, natural gas, timber, mineral fertilizers, energy carriers, metals and a number of others. "The development of exchange trade in the EAEU space ensures fair competition and creates an institutional environment for seamless, unimpeded mutual supply of goods in the common market of the Union," Maxim Ermolovich noted. The EEC Minister spoke about the Commission's work on the draft Program for developing exchange trading in the common exchange (organized market) of goods within the EAEU. He announced the establishment of the EEC Advisory and Exchange Committees in 2025–2026. The importance of the exchange forum as a discussion platform in developing competition and increasing the transparency of the EAEU economic environment was emphasized. The annual international forum Exchange Commodity Market has been held in Moscow since 2015. It is organized by the St. Petersburg Exchange, the largest commodity exchange in Russia, uniting more than 7,000 companies. The event is positioned as the main expert platform for companies participating in the commodity exchange market, regulators and exchange specialists.

EAEU to maintain current procedure regarding certificates for securing customs transit
After April 1, 2025, the Eurasian Economic Union will continue applying the current procedure to issue certificates for securing customs transit. This procedure is stipulated by the Agreement on Some Issues of Securing Payment of Customs Duties and Taxes Regarding Goods Transported under the Customs Transit Procedure, Specifics of Recovery of Customs Duties and Taxes and the Procedure for Transferring the Collected Amounts Regarding Such Goods dated May 21, 2010. The Agreement will apply until the implementation of a common process within the EAEU starts, which will ensure the exchange of security certificates and information from them between the customs authorities of the Union Member States. This provision is enshrined in Article 444 of the EAEU Customs Code. EEC Decision No. 151 dated October 24, 2023, entering into force on April 1, 2025, will become applicable once the said common process is launched.
