EEC discussed issues of improving EAEU customs regulation
On April 30, the Eurasian Economic Commission held a meeting of the high-level Working Group on improving customs regulation chaired by Ruslan Davydov, the EEC Minister in charge of Customs Cooperation. It discussed amendments to the Customs Code of the Eurasian Economic Union concerning the simplified movement of containers across the EAEU customs border. The issues of increasing the efficiency of applying the customs transit procedure, as well as the exchange of information on fish catches and fish products were considered. The Working Group participants agreed to continue discussing the most sensitive issues. The next face-to-face meeting of the Working Group is scheduled to be held in May this year.

Maxim Ermolovich: "Meetings of regional competition organizations help develop more efficient competition policy around the world"
The Eurasian Economic Commission, with the support of the Egyptian Competition Authority, held a working meeting of representatives of regional competition organizations in Cairo. It was attended by Maxim Ermolovich, the EEC Minister in charge of Competition and Antitrust Regulation. Such events, which have become traditional on the initiative of the EEC specialized unit, help international regional organizations cooperate constructively on relevant matters and share experience. The focus of the fifth meeting was on practices for efficient competition regulation. "We promote the benefits of regional cooperation, strengthen and expand interregional dialogue, adapt best competitive practices to the needs of each region and generate new ideas, which ultimately leads to a more efficient competitive policy around the world," believes Maxim Ermolovich. The EEC will continue to hold meetings of regional competition organizations. The fifth meeting was attended by the Chairman of the Egyptian Competition Authority, representatives of UNCTAD, the Common Market for Eastern and Southern Africa, the East African Community, the West African Economic and Monetary Union, the Economic Community of West African States, the Arab Competition Network, the Association of Southeast Asian Nations, BRICS and the Caribbean Community.

Elmira Arapova appointed Deputy Director of EEC Energy Department
Elmira Arapova was born in Karagandy, Republic of Kazakhstan. In 1995, she graduated from E.A. Buketov Karagandy State University with a degree in international law; and in 2004, from Karagandy Financial Institute with a degree in accounting and audit. She started her career in 2000 in KTEK LLP. From 2001 to 2008, she worked in Karagandy Zhylu LLP. From 2008 to 2010, she worked at the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan in the Department of Oil Industry Development. From 2010 to 2024, she held senior management positions in the Ministry of Energy of the Republic of Kazakhstan. From November 2024 to May 2025, she served as Deputy Director of the Department of Oil Transportation and Refining of the Ministry of Energy of the Republic of Kazakhstan. Since May 20, 2025 she was appointed Deputy Director of the Eurasian Economic Commission's Energy Department

Georgy Arzumanyan: "Mutually beneficial cooperation using EEC support instruments will help strengthen the sustainability of industrial complexes in the EAEU"
Representatives of the manufacturing industry unit of the Eurasian Economic Commission, headed by Georgy Arzumanyan, Deputy Director of the Industrial Policy Department, took part in the Syngas Nitrogen Russia and CIS annual international congress. Georgy Arzumanyan told the participants about the goals and possibilities of using financial and non-financial instruments to support industrial cooperation as one of the drivers of development for the Eurasian Economic Union economies. He noted the importance of active participation of chemical industrial enterprises in the creation of value chains utilizing the potential of all Member States, calling on businesses to be more actively involved in the work on creating and developing project initiatives within the framework of the supranational mechanism of financial support to joint cooperation projects. "The introduction of a new support instrument in the real sector will contribute not only to the financial sustainability of individual industrial enterprises, but also to the promotion of business processes on the path of technological development in the Eurasian space as a whole," emphasized Georgy Arzumanyan. Participation in the Congress helped inform the business community about the powers and instruments available to the Commission, which facilitate the development of industrial cooperation on priority economic activities within the EAEU. "I am confident that the positive implementation of the first projects within the framework of the supranational mechanism for supporting industrial cooperation projects will serve as an impetus for other interested enterprises of the Union States. I would like to believe that the new measure of cooperation support will enable joint promotion of the interests of entrepreneurs, increase the investment attractiveness of our countries and help reach a qualitatively new level of technological development," noted Georgy Arzumanyan. The Syngas Nitrogen Russia and CIS congress is dedicated to sharing practical experience in the construction and modernization of the largest enterprises in the synthesis gas processing industry, implementation of investment projects and attraction of investments to them, technical and technological improvement of enterprises producing nitrogen, methanol, ammonia and mineral fertilizers in Russia and CIS countries.

Updated list of standards to technical regulation on grain comes into effect
On May 28, an updated list of standards for testing methods to the technical regulation "On Safety of Grain" (TR CU 015/2011) comes into effect within the Eurasian Economic Union. The new version of the list was adopted by the Board of the Eurasian Economic Commission on November 26, 2024. It includes 163 documents, among which 89 are new or updated. That number includes 96 interstate standards, of which 28 are developed on the basis of ISO international standards and EN and CEN regional standards, 7 are state standards of the Republic of Belarus, 15 are national standards of the Republic of Kazakhstan, 16 are national standards of the Russian Federation. For timely accreditation of testing laboratories taking into account the standards and methods included in the list of standards for the first time, the said decision stipulates that the list of standards comes into force after 180 calendar days have elapsed from the date of its official publication.

Bakytzhan Sagintaev: "The Commission and the EAEU countries continue large-scale work on developing our supranational association"
On May 23, Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission, held a working meeting with Natalia Petkevich, Deputy Prime Minister of the Republic of Belarus and Chairperson of the EEC Council, at the EEC headquarters. The Head of the EEC Board congratulated Natalia Petkevich on her recent appointment to this high office. During the conversation there was a thorough exchange of views on a number of Eurasian integration issues, including those on the agenda of the Commission's Council meeting on May 23, 2025. "Today we will consider about forty issues in various areas of the Eurasian Economic Union's activities," Bakytzhan Sagintaev noted. "The Commission and the EAEU countries continue their extensive work on developing our supranational association." The two sides expressed confidence that the EAEU potential will allow the Member States to achieve new significant economic results both within the Union and in trade and economic relations with third countries.

Deadline for Belarus-Russia experiment on using navigation seals extended until July 1, 2026
At a meeting held on May 23 in Moscow, the Eurasian Economic Commission's Council decided to extend the experiment between Belarus and Russia on using navigation seals. The experiment covers timber and woodworking products placed under the customs export procedure in Belarus and dispatched from the Russian territory. The purpose of the experiment is to test the use of navigation seals when transporting goods across the territories of the two countries. Initially, it had been planned to be completed by July 1, but on the Belarusian party's initiative the deadline was extended for 1 year. The use of navigation seals will optimize logistics, simplify, as well as accelerate the procedure of cargo delivery.

EAEU technical regulation on natural combustible gas prepared for transportation and use amended
The Eurasian Economic Commission's Council at a meeting on May 23 amended the technical regulation of the Eurasian Economic Union "On Safety of Combustible Natural Gas Prepared for Transportation and (or) Use". The amendments are aimed at eliminating redundant barriers to business activities and resolving issues of problematic practice in performing conformity assessment of natural gas. Clarifications cover the procedures for conformity assessment and the circulation of products in the Union market, as well as certain terms, definitions and formulas established in the technical regulations. Now there is a possibility for gas suppliers to use flow (industrial) measuring instruments (i.e. those designed for continuous automatic measurement of indicators of products moving in the flow) that meet the requirements of the legislation of the EAEU countries along with laboratory instruments when issuing a gas quality certificate (an alternative for testing is defined: in the supplier's own testing laboratory or using flow measuring instruments, or in an accredited laboratory from the Union's unified register). Natural gas used by the manufacturer only for its own needs, as well as foreign-produced gas for transit to consumers in third countries, is excluded from the scope of application of the technical regulation. "Certain innovations in the draft amendments are aimed at optimizing the administrative and financial burden unjustified from the perspective of product safety that is carried by sellers of gas already in circulation, including during its cross-border supply from one country of the Union to another," highlighted Valentin Tataritsky, the EEC Minister in charge of Technical Regulation.
