17.10.2025

The meeting of the Council of Heads of Accreditation Bodies of the Eurasian Economic Union countries discussed harmonization of requirements for the competence level of conformity assessment bodies. The event was attended by Valentin Tataritsky, Minister in charge of Technical Regulation of the Eurasian Economic Commission.

Special attention was paid to improving the transparency and responsibility in the activities of accredited laboratories issuing vehicle design safety certificates (VDSCs) based on the technical regulation "On Safety of Wheeled Vehicles."

The meeting reviewed concrete proposals on common approaches to accrediting conformity assessment bodies issuing VDSCs. These approaches were developed by an interstate working group.

"Ensuring safety of wheeled vehicles is a critical task as people's lives and reliability of transportation directly depend on it. Therefore, it is especially important to ensure transparency of activities and responsibility of laboratories issuing documents on design safety. All market participants should understand their responsibility and adhere to the established requirements," Valentin Tataritsky stressed.

The meeting also reviewed the implementation of the draft Agreement on the Procedure for Recognizing Organic Products within the EAEU, particularly conducting mutual comparative assessments and creating a register of accredited production certification bodies.

The discussion covered additional proposals on eliminating technical barriers to mutual trade between the EAEU States and with third countries.

Special attention was paid to the introduction of a register of persons authorized by manufacturers based on the unified list of issued certificates and registered declarations. The register is being established based on issued permits and will be linked to specific conformity assessment documents.

The Council of Heads of Accreditation Bodies of the Member States of the Eurasian Economic Union was established by a Decision of the Supreme Eurasian Economic Council in 2018 as an auxiliary authority of the EAEU to develop accreditation in the field of technical regulation within the framework of implementing the Treaty on the Union. In 2025, the Council of Heads is chaired by the Republic of Belarus represented by the Belarusian State Center for Accreditation.
