Vitaly Vovk was born on August 13, 1962, in Kalinkovichi, Gomel Region (the Republic of Belarus).
In 1984, he graduated from the Belarusian Polytechnic Institute (qualification: mechanical engineer); in 2009, from the Academy of Public Administration under the President of the Republic of Belarus, specializing in public administration.
He started his career in 1984 at the Minsk Automobile Plant working as a process engineer, then a senior foreman of the Testing site of the Vehicle Assembly and Testing Workshop 2 and a deputy head for production at the Vehicle Assembly and Testing Workshop 2.
From 1991 to 2001, held senior management positions in production, as well as in commercial and marketing management activities at Minsk Wheel Tractor Plant.
From 2001 to 2006, he was employed in commercial entities.
In 2006–2014, held senior management positions at Minsk Wheel Tractor Plant.
From 2014 to 2018, he was the Minister of Industry of the Republic of Belarus.
In 2018–2019, Aide to the President of the Republic of Belarus — Inspector for Vitebsk region.
From 2019 to 2024, he served as CEO of Minsk Tractor Works, OJSC.
Since
January 15, 2025, he was appointed Deputy Director of the Eurasian Economic
Commission's Industrial Policy Department.
