Bakytzhan Sagintaev conveyed anniversary greetings to Alexander Turchin
Bakytzhan Sagintaev, Chairman of the Eurasian Economic Commission's Board, conveyed 50-year anniversary greetings to Alexander Turchin, Prime Minister of the Republic of Belarus. “You make a significant contribution to strengthening mutually beneficial cooperation across the Eurasian Economic Union space,” the letter of greetings reads. On behalf of the EEC and in his own capacity, Bakytzhan Sagintaev wished Alexander Turchin good health, well-being and fulfilment of all plans for the benefit of the Republic of Belarus and its citizens.

EEC discussed combating illicit tobacco trafficking within EAEU
The first meeting of the working group on developing measures to combat the importation and circulation of illegal tobacco products in the Eurasian Economic Union was held on July 2 at the headquarters of the Eurasian Economic Commission, involving Ruslan Davydov, the EEC Minister in charge of Customs Cooperation. The working group was established in March this year under the Commission's Advisory Committee on Customs Regulation. It has more than 80 members, with half of them being business community representatives who initiated its creation. The meeting discussed the market situation for tobacco and nicotine-containing products in the EAEU, trends and dynamics of illegal turnover in this area, as well as the practice of using navigation seals to track road transportation of these products. The working group members made proposals on priority measures aimed at curbing illicit tobacco trafficking in the Union market, which will be addressed by the EEC with the involvement of authorized authorities of the Union countries.

Bakhyt Sultanov held negotiations with Chair of the Central Bank of Russia Elvira Nabiullina
Bakhyt Sultanov, Minister in charge of Economy and Financial Policy of the Eurasian Economic Commission held a working meeting with Elvira Nabiullina, Chair of the Central Bank of the Russian Federation, on the sidelines of the Financial Congress of the Bank of Russia on July 2 in Saint Petersburg. The two sides discussed approaches to harmonization and further establishment of the common financial market of the Eurasian Economic Union, considered problematic issues of the draft Action Plan for implementing the Eurasian Economic Path Declaration on Further Development of Economic Processes within the EAEU until 2030 and for the period until 2045. Also as part of the visit, Bakhyt Sultanov had a working meeting with Olga Polyakova, Deputy Chair of the Central Bank of the Russian Federation, on the establishment and harmonization of a common financial market. "The establishment of a common financial market is one of the strategic objectives of the EAEU. Harmonization of approaches in this area will allow us to create a common, transparent and reliable financial space, which will undoubtedly serve as a powerful incentive for investment and will ensure stability for the economic development of all Member States of the Union," the EEC Minister stressed. The Congress has traditionally been a leading platform for business dialogues between representatives of the Bank of Russia's management, leading Russian financial organizations, public authorities and the expert community. Participants discuss issues of financial market regulation, development of its digital infrastructures, the condition and prospects of the exchange space and payment systems. "Such platforms as the Financial Congress of the Bank of Russia are important for the development of a constructive dialogue and discussion of key trends and challenges of the modern financial environment, allowing participants to develop effective measures aimed at stability and sustainable development of the financial sector of all EAEU countries", noted Bakhyt Sultanov.

Program for developing standards for cosmetic products amended
The Board of the Eurasian Economic Commission approved amendments to the Program for developing interstate standards that ensure the implementation and application of the Technical Regulation "On Safety of Perfumery and Cosmetic Products." The amendments envisage developing five interstate standards, including two standards for detecting formaldehyde in perfumery and cosmetic products based on the standards of the People's Republic of China; two standards for test methods for sunscreens based on ISO international standards; and one standard for Halal perfumery and cosmetic products based on the standard of the Standards and Metrology Institute for Islamic Countries (SMIIC). It is also planned to make amendments to nine interstate standards.

Implementation of intelligent transport systems discussed at Eurasian Economic Forum
Prospects for introducing intelligent transport systems in the Eurasian Economic Union States were in discussion focus at a working meeting between Arzybek Kozhoshev, Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission, and Alexander Semkin, President of the Russian Association for Developing Digital Transport Technologies "Digital Era of Transport", held on the sidelines of the Eurasian Economic Forum in Minsk. During the negotiations, the EEC Minister informed about the implementation of the Concept for Improving the Interoperability of Intelligent Transport Systems of the EAEU Member States, approved by the EEC Council in January this year. The meeting participants exchanged views on the list of basic services to be implemented, as well as on the unification of requirements to the formats of information exchange between ITS of the Union countries. "Given the different level of ITS implementation in our states, it is crucial to create a seamless EAEU digital space based on unified standards and requirements," Arzybek Kozhoshev emphasized. The two sides agreed to continue discussing these issues at the annual International Forum "Intelligent Transport Systems of Russia. Digital Age Transportation" in September.

Thai entrepreneurs positively assessed prospects of operating in EAEU market
At the request of Thailand's business community, the Eurasian Economic Commission, jointly with the Royal Thai Embassy in Moscow and the Thai Trade Center in Moscow, organized an online seminar "EAEU Rising Potential Markets for Thai Entrepreneurs in the Dynamic International Trade". "A developed and clear infrastructure of interaction between the Eurasian Economic Union and Thailand is established. The EEC and the Government of Thailand continue to implement the Memorandum of Cooperation concluded in 2018. There were two meetings of the joint working group. The key areas of cooperation of greatest interest are identified," told Mikael Belluyan, Director of the EEC Integration Development Department. He also noted that the EAEU-Thailand dialogue is open for businesses. Most of the events organized by the EEC, including those targeting ASEAN countries, are held for business audiences and enable direct communication between entrepreneurs. The Head of the Department noted the potentially priority areas of cooperation that could be drivers for developing the EAEU-Thailand dialogue featuring business circles. These are digitalization, industrial cooperation and food security, transport and logistics, and the financial services sector, including payment issues. In turn, Sunanta Kangwalkulkij, Director of the Department of International Trade Promotion of the Ministry of Commerce of the Kingdom of Thailand, positively assessed the opportunity of unlocking the high potential of trade and economic cooperation between Thailand and each of the EAEU states. The seminar focused on practical procedures of access to the EAEU market, trade policy, customs and tariff regulation in the Union, the potential for cooperation between the Member States and Thailand in the field of industry, transport and logistics. Representatives of Thai business circles shared positive examples of their operation in the EAEU market.

Supreme Eurasian Economic Council approved report on liberalizing certain EAEU service sectors
A meeting of the Supreme Eurasian Economic Council adopted a report on implementing liberalization plans for certain service sectors within the EAEU. The report presents the results of the 2024 monitoring of tourism, meteorology, surveying, appraisal activities, construction and cinematography. The meeting took note of finalizing the development of administrative cooperation agreements as well as elaborating methodological recommendations for harmonizing regulation in these sectors. "The adopted report reaffirms our shared commitment to creating a common market of services without barriers. Liberalization of key sectors will open up new business opportunities and strengthen economic interaction between the Union countries. It is especially important now to focus on the coordination of methodological approaches to ensure equal conditions for all market participants," commented Bakhyt Sultanov, Minister in charge of Economy and Financial Policy of the Eurasian Economic Commission.

EAEU summarized results of compliance with Rules for Regulating Trade in Services in 2023–2024
The Supreme Eurasian Economic Council reviewed the Report prepared by the countries' governments and the Eurasian Economic Commission on the results of monitoring the implementation by the Eurasian Economic Union States of the provisions of the Rules for Regulating Trade in Services, Incorporation and Activities in 2023–2024. The Report reflects key aspects of compliance with the Rules, in particular the application of business-friendly procedures in the states. These include regulatory impact assessment (RIA), application of the "silence implies consent" principle and introduction of a risk-based approach to business inspections. "We see positive dynamic in the incorporation of the Rules in the legislation of the participating countries. The report confirms that the implementation of conditions stipulated in the document reaches 100 percent. This is an important step toward creating transparent and comfortable conditions for business within the Union," said Bakhyt Sultanov, EEC Minister in charge of Economy and Financial Policy. The EEC Minister drew attention to the importance of implementing the principle "silence implies consent," according to which the competent public authority within the established time limit must either issue a relevant permit to the applicant or provide a reasonable rejection, otherwise the applicant automatically acquires the right to perform the activity for which the application was submitted.
