22 Jul 2025 Kuat Rakhimov appointed Director of EEC Department for Customs Legislation and Law Enforcement Practice Kuat Zhenisovich Rakhimov was born in 1970 in Kyzyltu village, Kokchetav region (Kazakhstan). In 1996 he graduated from Sh.Sh. Ualikhanov Kokshetau University, and in 2001 he graduated from the Kokshetau Institute of Economics and Management. From 1998 to 2020 he worked in various positions in the customs authorities of the Republic of Kazakhstan, including senior positions such as: Head of the Customs Procedures Methodology Division of the Customs Methodology Department, Head of the Transit Division of the Control Department, Director of the Customs Methodology Department, Director of the Customs Operations Administration Department of the State Revenue Committee of the Ministry of Finance of Kazakhstan. From November 2020 to October 2024, he was Adviser of the Embassy of the Republic of Kazakhstan in the Kyrgyz Republic, representative of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan. Since July 18, 2025, he was appointed Director of the Department for Customs Legislation and Law Enforcement Practice of the Eurasian Economic Commission.

17 Jul 2025 EEC discussed improving procedures to fill in declarations for goods and request for release of goods prior to submitting a declaration for goods A meeting of the working group on customs declaration under the specialized Advisory Committee considered a number of initiatives of the Eurasian Economic Union States related to changes in the rules for filling in declarations for goods and a request for release of goods prior to submitting a declaration for goods. It proposed to waive the requirement for a declarant to handwrite or print an obligation to submit the original certificate of origin of goods to the customs authority on the reverse side of its copy, allowing instead to specify such information in a declaration for goods. It also considered a number of relevant issues, including the expediency of defining the "primary packaging" concept and specifying the release annulment marks in a request for release of goods prior to submitting a declaration for goods. The Working Group on Customs Declaration was established in 2021 by decision of the EEC Advisory Committee on Customs Regulation. The scope of its activities covers issues of declarations for goods, including those related to the form and procedure of filling in a declaration for goods.

08 Jul 2025 EEC Council's decision to help suppress distribution of illegal nicotine-containing products The Council of the Eurasian Economic Commission made a decision to determine additional categories of goods for which navigation seals will be used to track shipments in accordance with the Agreement on the application of such seals for tracking shipments in the Eurasian Economic Union dated 2022. The above Agreement has been enacted. The EAEU countries are finalizing the measures necessary to launch shipment tracking; afterward, the Commission will make a decision. The proposed regulation will affect nicotine-containing products and raw materials for nicotine classified under headings 2404, 2939 79 000 0, 2939 80 000 0 of the EAEU Unified Commodity Nomenclature of Foreign Economic Activities, exported from the territory of the Union in accordance with the customs procedure for export by road transport. These goods will be tracked from the first phase of shipment tracking in accordance with the Agreement. The decision of the EEC Council was prepared based on proposals of entrepreneurs with their direct participation in the work of the Commission's expert group. Its implementation will make it possible to suppress the distribution of illegal nicotine-containing products in the EAEU.

02 Jul 2025 EEC discussed combating illicit tobacco trafficking within EAEU The first meeting of the working group on developing measures to combat the importation and circulation of illegal tobacco products in the Eurasian Economic Union was held on July 2 at the headquarters of the Eurasian Economic Commission, involving Ruslan Davydov, the EEC Minister in charge of Customs Cooperation.  The working group was established in March this year under the Commission's Advisory Committee on Customs Regulation. It has more than 80 members, with half of them being business community representatives who initiated its creation.  The meeting discussed the market situation for tobacco and nicotine-containing products in the EAEU, trends and dynamics of illegal turnover in this area, as well as the practice of using navigation seals to track road transportation of these products.  The working group members made proposals on priority measures aimed at curbing illicit tobacco trafficking in the Union market, which will be addressed by the EEC with the involvement of authorized authorities of the Union countries.
