Bakytzhan Sagintaev held working meeting with Julio Antonio Garmendia Peña, Cuban Ambassador to Russia
Bakytzhan Sagintaev, Chairman of the Eurasian Economic Commission's Board, held a working meeting with Julio Antonio Garmendia Peña, Permanent Representative of the Republic of Cuba to the Eurasian Economic Union and Ambassador Extraordinary and Plenipotentiary of the Republic of Cuba to the Russian Federation, as he completed his diplomatic mission. Bakytzhan Sagintaev thanked Julio Antonio Garmendia Peña for constructive dialogue and significant facilitation of cooperation between the EAEU countries and Cuba and presented him the badge of the Eurasian Economic Commission "For Contribution to Developing the Eurasian Economic Integration". The parties discussed a wide range of issues covered by the Memorandum of Understanding between the EEC and the Government of Cuba. The joint action plan covers 34 areas of cooperation, including trade, banking activities, finance, biotechnologies, agriculture, information and communication technologies. "We see progress in trade turnover of the EAEU States and Cuba," stated Bakytzhan Sagintaev. "In 2024, it increased by 13.9% in comparison to 2015 and amounted to about 241 million dollars." In particular, the Union States export to Cuba oil and petroleum products, wheat, cars and auto parts, various devices. In turn, Cuban coffee and tobacco products are in demand in the EAEU. Also, Cuba is of interest to citizens of the EAEU countries as a tourism destination. In 2024, the island was visited by over 185,000 tourists from the Eurasian Five States, which was a record-breaking figure. The meeting resulted in the parties highlighting their mutual interest in continuing and intensifying trade and economic dialogue.

Andrey Slepnev held negotiations with Piyush Goyal, Indian Minister of Commerce and Industry
During their meeting in New Delhi, India, Andrey Slepnev, Minister in charge of Trade of the Eurasian Economic Commission, and Piyush Goyal, Minister of Commerce and Industry of the Republic of India, highlighted the approbation of the road map aimed at fast-tracking effective free trade negotiations between the Eurasian Economic Union and India. The parties have also agreed on the approach envisaging that the first round of negotiations will be held in early November this year in India and will be dedicated to reviewing the core points of the future deal. It will be preceded by the Commission's extensive consultations with its Indian partners and the EAEU Member States. The Ministers agreed to have regular contacts to support the negotiations comprehensively.

Rules for Marketing Authorization and Expert Examination of Medicines amended
The Eurasian Economic Commission's Council amended the Rules for Marketing Authorization and Expert Examination of Medicines for Human Use. The amendments allow extending the provisions of the procedure for bringing marketing authorization applications in compliance with the EAEU requirements as optimized by the EEC Council’s Decision No. 34 dated May 22, 2025 to those manufacturers that applied before December 31, 2025 for the variation procedure in terms of adding recognizing States that were not specified previously. This ensures a prolonged validity of national marketing authorizations in these countries for the period of performing the procedures but not later than December 31, 2027. "These amendments are designed to optimize the time frames for the procedures ensuring compliance with the EAEU requirements during the period of transition to the Union's common market of medicines," noted Valentin Tataritsky, the EEC Minister in charge of Technical Regulation.

Lyudmila Mudrova appointed Director of EEC Finance Department
Lyudmila Ivanovna Mudrova was born on September 21, 1980 in the urban settlement of Khotsimsk, Mogilev Region, the Republic of Belarus. In 2002, she graduated from Mogilev State Technical University; and in 2021, she completed her postgraduate studies at Belarusian State Economic University. From March 2003 to March 2007, she held positions from State Tax Inspector to Deputy Inspection Head in the Inspection of the Ministry of Taxes and Duties of the Republic of Belarus for Khotsimsk District. March–August 2007: Chief State Tax Inspector, Inspection of the Ministry of Taxes and Duties of the Republic of Belarus for the Mogilev region. September 2007 – October 2009: Chief State Tax Inspector, Inspection of the Ministry of Taxes and Duties of the Republic of Belarus. From October 2009 to January 2023, she held positions from Chief Specialist to Department Head at the State Control Committee of the Republic of Belarus. February 2023 – September 2025: Deputy Director of the Eurasian Economic Commission's Customs Tariff and Non-Tariff Regulation Department. Since September 15, 2025 she was appointed Director of the Eurasian Economic Commission's Finance Department.

EEC and EAEU countries work to improve AEO concept
Improvement of the Authorized Economic Operator (AEO) concept in the Eurasian Economic Union were discussed on September 10 at a meeting of the relevant Working Group under the Advisory Committee on Customs Regulation headed by Kuat Rakhimov, Director of the Eurasian Economic Commission's Department of Customs Legislation and Law Enforcement Practice. The meeting considered an initiative put forward by the Russian Federation to simplify the application of preliminary customs declarations for this category of low-risk applicants. It is proposed to simplify a number of customs operations and eliminate unnecessary customs notifications when using this declaration aspect. This will help accelerate customs control procedures at border crossing points and reduce business costs. The proposal of the Republic of Kazakhstan to apply the AEO status by residents within a special economic zone was further considered. The idea is that having two statuses would provide advantages and include residents in the AEO program. Further steps were also discussed to implement the initiative put forward by the Republic of Armenia, which may enable operators to defer or pay import customs duties by installments without providing a collateral. This concerns certain categories of goods used for industrial processing and agricultural activities. The Authorized Economic Operator concept is an internationally recognized standard of the partnership program. The AEOs are specially designated persons granted with simplifications during customs operations and customs control as persons meeting specified requirements. The Working Group for developing the AEO concept in the EAEU Member States was established in 2014. It elaborates proposals to improve and develop the Authorized Economic Operator concept in the Union.

EEC and SCO extend cooperation in energy and transport
A working meeting between Arzybek Kozhoshev, Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission, and T.R. Midhun, Deputy Secretary General of the Shanghai Cooperation Organization (SCO), was held on September 9 in Beijing (PRC). During the meeting, Arzybek Kozhoshev noted the key role of energy in the fast developing processes of the Eurasian integration within the EAEU and other international associations. The Minister also informed his interlocutor about the ongoing work on establishing the EAEU common markets for energy resources. In accordance with the Memorandum of Interaction between the EEC and the SCO Secretariat dated September 17, 2021, the draft Joint Action Plan is currently at the stage of approval by the parties, and after its approval, the associations will continue their work in a closer format. “The Commission closely monitors the activities of the SCO Energy Club. An important area of your work is to develop energy projects, including to modernize and build interconnected energy and transport and logistics infrastructure. Transportation of gas and oil as well as ensuring free access to energy resources are among the SCO's priorities. This is, in fact, very close to what we are doing in establishing the EAEU common markets for energy resources,” Arzybek Kozhoshev emphasized. The sides discussed prospects for interaction between the EAEU and the SCO in developing new approaches to energy saving and energy efficiency, as well as in the field of renewable energy development. Besides, it was noted that the EAEU and SCO attach much importance to developing transport corridors. One of the priority areas of cooperation is to develop connectivity and create efficient transport corridors. “Since 2024, the EAEU Member States and the Commission have begun implementing a comprehensive plan for developing the Eurasian transport corridors. According to expert estimates, the Eurasian transport corridors account for about 70% of the EAEU transit traffic,” Arzybek Kozhoshev noted. The EEC considers it important to improve the efficiency of coordinated efforts with relevant international organizations and associations as well as international and regional financial institutions to develop transport and infrastructure, multimodal transportation, and cargo containerization. During the meeting, proposals were made to hold joint events in the EAEU-SCO format on developing transport and energy infrastructure, as well as to mutually participate in international events, forums, conferences, and meetings of relevant working bodies of the SCO and the Eurasian Economic Commission.
