Maksim Aleksandrovich Kim was born in 1991 in the Crimean Region. In 2014 he graduated from the Kharkiv National University of Internal Affairs.

From 2015 to 2022, he occupied various positions at the Federal Agency for Technical Regulation and Metrology: he rose through the ranks from Specialist, I category of the Department of Technical Regulation and Standardization to Deputy Head of the Department of Metrology, State Control and Supervision. 

On April 25, 2022, he was appointed Deputy Director of the Eurasian Economic Commission’s Technical Regulation and Accreditation Department.
