09 Dec 2024 EAEU developed Draft Agreement on approaches to combating intellectual property infringements on Internet The Draft Agreement developed by the Eurasian Economic Commission jointly with the Eurasian Economic Union States was presented by Ernar Bakenov, Director of the EEC Business Development Department, at the International Forum “Anti-Counterfeiting 2024”. According to Ernar Bakenov, this document provides for blocking of illegal content, liability measures against information resource owners and information intermediaries, as well as non-provision of information about blocked resources by search engines. “I am confident that the Agreement will ensure applying some comparable measures to combat the spread of pirated content on the Internet, provide national right holders with the opportunity to safely place their works on legal platforms and receive appropriate revenues,” Ernar Bakenov emphasized. Noting the significance of developing the creative industries and protecting copyright and related rights in the EAEU, the Commission representative stressed that the EAEU Treaty envisages a separate international agreement to regulate the activities of collective rights management organizations (CRMOs). In 2019, the Agreement on Collective Management of Copyright and Related Rights entered into effect. The document established the principles for CRMO activities, determined the procedure for distributing and paying remuneration to right holders. The Commission has recently monitored the Agreement implementation in the Union. The monitoring has resulted, in particular, in increased openness and transparency in the activities of collective rights management organizations, simplified interaction with rights holders and the possibility of controlling their activities.
06 Dec 2024 Bakytzhan Sagintaev: “The EEC will present a new report on the indicators for achieving the UN SDGs in the Eurasian region” Bakytzhan Sagintaev, Chairman of the Eurasian Economic Commission's Board, addressed the participants of the Eurasian Development Bank's conference “Promoting Sustainable Development of Central Asia” held on December 6 in Almaty with a welcoming remark. The Head of the EEC Board emphasized that climate change, which affects all aspects of people's lives, including the economy, is among the global challenges faced by the countries of the Eurasian region. “Owing to the importance of this issue, in 2021 the Heads of State of the Eurasian Economic Union adopted a statement of intent to develop economic cooperation within combating climate change and its consequences,” Bakytzhan Sagintaev emphasized. “It enshrines the intention to achieve the objectives of the Paris Agreement and the UN Sustainable Development Goals based on the principles of the EAEU single market functioning”. As the Chairman of the EEC Board noted, economic integration can become an additional factor positively affecting the achievement of SDG indicators by the EAEU countries. Bakytzhan Sagintaev also informed that this year the Commission has started preparing a new report “Indicators for Achieving the UN SDGs in the EAEU Region 2.0”. It is expected to be presented at the United Nations headquarters within the High-Level Political Forum on Sustainable Development in July 2025. In 2017, the Commission prepared the first report “Indicators for Achieving the UN SDGs in the EAEU Region”. The key conclusion of the report is that economic integration is an additional factor that positively affects the achievement of the SDG indicators by the EAEU Member States.  
06 Dec 2024 EEC considered new initiatives on simplifications for AEOs Initiatives aimed at extending the range of simplifications for law-abiding participants in foreign trade – authorized economic operators (AEOs) and, in general, the attractiveness of this status in the Eurasian Economic Union were discussed at a meeting of the relevant Working Group under the Advisory Committee on Developing the AEO concept. Simplifications were discussed with regard to declaration of goods, reporting, deferred or installment payment of import customs duty without providing security, and application of release before declaration with respect to exported goods. “The meeting considered a draft of standard requirements to the AEO goods accounting system prepared by the Commission, which passed the procedure of regulatory impact assessment, which is a promising area of customs administration and a catalyst for further simplifications for operators,” noted Alexander Titov, Director of the Eurasian Economic Commission's Department of Customs Legislation and Law Enforcement Practice. In addition, the meeting addressed the issues of law enforcement practice aimed at suspending the certificate of inclusion in the AEO register on several grounds and verifying compliance with the requirements to the goods record-keeping system, and developed a common understanding on these issues. The Authorized Economic Operator concept is an internationally recognized standard of the partnership program. The AEOs are specially designated persons granted with simplifications during customs operations and customs control as persons meeting specified requirements. The Working Group for developing the AEO concept in the EAEU Member States was established in 2014. It elaborates proposals to improve and develop the Authorized Economic Operator concept in the Union.
06 Dec 2024 Talgat Momyshev: “Instruments of technical regulation counteract the circulation of unsafe products in the EAEU” The issues of establishing mandatory requirements to products, standardization and conformity assessment were discussed at the thematic section of the international forum “Anti-Counterfeiting – 2024” in Astana, with Talgat Momyshev, Director of the Technical Regulation and Accreditation Department of the Eurasian Economic Commission, as one of the speakers. The Commission's representative informed on the main aspects of the EAEU technical regulation, including changes in the law in the field of standardization, conformity assessment and accreditation, “second level” documents required for implementing international treaties of the Union. In addition, he reported on elaborating an action plan for implementing the Declaration “The Eurasian Economic Path”. “The EAEU technical regulation is an integrated system of interrelated elements, including the establishment of uniform mandatory requirements, ensuring their implementation by applying standards, conducting conformity assessment, as well as exercising efficient state control. The technical regulation tools act as a counteraction to illegal circulation of unsafe products in our market,” Talgat Momyshev noted. “This is facilitated by an efficient regulatory environment in the field of conformity assessment and state control over compliance with the requirements of the EAEU technical regulations, and the Commission, jointly with the Member States, works on their improvement on a regular basis”. The Forum also discussed the development of digital trade, preventing illicit trafficking of tobacco, nicotine-containing and alcoholic beverages, and combating pharmaceutical counterfeiting. The Forum was attended by representatives of public authorities, public organizations, and business associations of the Eurasian Economic Union and third countries.
06 Dec 2024 Customs cooperation issues discussed in Bishkek Ruslan Davydov, Minister in charge of Customs Cooperation of the Eurasian Economic Commission, held a working meeting with Samat Isabekov, Chairman of the State Customs Service under the Ministry of Finance of the Kyrgyz Republic. The two sides constructively and in detail discussed the implementation of instructions provided by the Eurasian Intergovernmental Council to unify the approaches to customs value control. They also focused on implementing the Agreement on Using Navigation Seals, customs procedures of customs transit, information exchange and implementing some common processes in the customs sphere. A new customs information system "Smart Bazhy" was presented. The system is planned to be used as a platform for complex customs operations and customs control solutions. When launched, the system will significantly reduce the time for vehicles to pass through the checkpoints. Ruslan Davydov noted the activities of the Kyrgyz Customs Service in the field of digitalization, stressing the significance of sharing experience between the customs services of the EAEU countries in order to establish a common law enforcement practice based on the best international standards. The EEC Minister thanked his colleagues for fruitful interaction and expressed confidence in further extension of cooperation for achieving one of the primary Union’s objectives — to ensure uniform customs regulation throughout its territory.
05 Dec 2024 Representatives of the Commission and the Latin American and Caribbean Economic System Discussed Best Practices The positive effects of Eurasian economic integration, cooperation in the field of public procurement and competition, approaches to generating statistics, as well as interaction between the business communities of the EAEU countries were discussed at the seminar EAEU–SELA: Best Integration Practices. The event held on December 3 via videoconferencing was co-chaired by Eldar Alisherov, Minister in charge of Integration and Macroeconomics of the Eurasian Economic Commission, and Clarems Endara Vera, Permanent Secretary of the Latin American and Caribbean Economic System (SELA). According to Eldar Alisherov, the EAEU consistently advocates deepening the dialogue between integration institutions. In recent months, contacts with the SCO, ASEAN, the African Union and subregional integration associations in Africa, as well as a number of other entities, has confirmed the growing role of integration associations in the global economy and also the importance of direct dialogue among them. The EEC Minister emphasized that understanding and analyzing the diversity of economic integration models in Latin America and the Caribbean is of practical interest to the EAEU in the context of the tasks to implement the Declaration on Further Development of Economic Processes within the EAEU until 2030 and for the period until 2045. "The agendas of the EAEU and the SELA coincide in many respects, with specific areas of cooperation to be determined by the business and expert community," Eldar Alisherov noted. He highlighted the importance of exchanging experience with the SELA in such areas as transport and financial infrastructure, logistics, food security, technological cooperation in industry and agriculture, tourism and health care. Clarems Endara Vera, Permanent Secretary of the Latin American and Caribbean Economic System, emphasized that in an era of global transformation, holding such seminars is important for sharing best practices in integration development. The heads of the EEC and the SELA Permanent Secretariat specialized departments, as well as representatives of the business communities of the two organizations spoke on the seminar agenda. In conclusion, the EEC Minister proposed to consider the possibility of holding the EAEU Days and the SELA Days at the headquarters of the two organizations, and invited the SELA partners to join the EEC events on SDGs and the dialogue among integration associations at the UN and key international forums. The parties also agreed to continue holding sector-specific seminars on other issues of mutual interest. The Memorandum of Understanding between the EEC and SELA was signed on May 24, 2018.
