Outcomes of Eurasian Intergovernmental Council's Meeting
Today Heads of Government of the EAEU countries considered a range of important Eurasian integration issues. The meeting was summarized by Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission, at a media scrum. Accelerated digitalization processes in rail freight transportation within the EAEU and to third countries were reported. The Republic of Belarus, the Republic of Kazakhstan and the Russian Federation have already switched to digital transport documents. Progress was noted in cooperation with China in this field: an Agreement on interaction between railway carriers of Russia and China was signed to ensure the use of electronic signatures. At the Eurasian Intergovernmental Council meeting the Commission's report on the results of the work being done in the EAEU to tighten control over the customs value of imported goods was presented. In terms of customs control coverage of high-tax goods with customs value lower than the established risk indicators, positive trends were noted. The Intergovernmental Council Members were presented with the annual report on the transfer and distribution of import customs duties between the budgets of the Five states. In 2024, USD $15.2 bn was received by the Union countries' budgets, which is almost 3% more than in 2023. It is worth noting that this is the highest figure over the past 10 years. Heads of Government approved the Program for Developing Trading in the Common Exchange Market, expected to be fully launched in 2029. The Commission's annual report on the state of competition in Eurasian cross-border markets for 2024 was endorsed. The EIC Members agreed the Concepts for Further Development of Common Markets of Medicines and Medical Devices. The documents define two important areas of work. The first is ensuring the quality of manufactured products, the second is expanding interaction between the agencies on corresponding digital platforms. There is ongoing work to converge qualification requirements in the common labor market for professions in high demand. The EEC lists them on a regular basis, significantly facilitating employment of citizens. Moreover, great attention is paid to developing human resources in the field of transport. This direction is now included in the 2024–2026 industry-specific road map. When implemented, this document will serve to shape a common transport space and a common transport services market. Heads of Government were presented with a five-year plan to implement the approaches to regulating climate agenda issues within the EAEU. Next EIC meeting will be held in Minsk on September 29–30.

Bakytzhan Sagintaev Participated in Meeting with Delegation Heads at EIC Meeting and Sadyr Zhaparov, President of the Kyrgyz Republic
Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission, joined delegation heads at the Eurasian Intergovernmental Council meeting being held in Cholpon-Ata on August 14–15 to meet Sadyr Zhaparov, President of the Kyrgyz Republic. The event was held shortly before the EIC meeting in an expanded format. The meeting thoroughly exchanged views on relevant matters of economic interaction in the Eurasian space. Kyrgyzstan's leader emphasized that the Eurasian Intergovernmental Council meeting is to consider a wide range of issues related to strengthening integration cooperation within the EAEU. In particular, it is planned to approve the Program for Developing Exchange Trading in the Common Exchange Market of Goods; to discuss the Commission's 2024 report on the state of competition in cross-border markets and measures taken to prevent violations of general competition rules; to review progress in shaping common markets of gas, oil and petroleum products; to amend the plan for implementing the Main Directions and Stages of the Coordinated Transport Policy of the Union countries for 2024–2026. The meeting participants will consider the issues of digitalizing rail freight transportation, the climate agenda, the feasibility of converging qualification requirements across the most in-demand professions in the Union's labor market and the procedure for confirming professional qualifications. Moreover, it is expected to discuss the concepts for developing common markets of medicines and medical devices. The meeting was attended by Alexander Turchin, Chairman of the Eurasian Intergovernmental Council and Prime Minister of the Republic of Belarus; Oljas Bektenov, Prime Minister of the Republic of Kazakhstan; Adylbek Kasymaliev, Chairman of the Cabinet of Ministers — Head of the Presidential Executive Office of the Kyrgyz Republic; Mikhail Mishustin, Chairman of the Government of the Russian Federation; Mher Grigoryan, Deputy Prime Minister of the Republic of Armenia; as well as Mohammad Reza Aref, First Vice President of the Islamic Republic of Iran, and Abdulla Aripov, Prime Minister of the Republic of Uzbekistan.

Andrey Slepnev Discussed Progress in Implementing Free Trade Agreement with Mohammad Atabak, Iranian Minister of Industry, Mining and Trade
Andrey Slepnev, Minister in charge of Trade of the Eurasian Economic Commission, and Mohammad Atabak, Minister of Industry, Mining and Trade of Iran, had a working meeting on the sidelines of the Eurasian Intergovernmental Council. The parties summed up tentative results of implementing the Free Trade Agreement between the EAEU and Iran that came into force on May 15, 2025 and outlined plans for enhancing cooperation further. They noted high readiness to hold the first meeting of the Joint Committee scheduled for this fall where it is planned to approve concrete mechanisms for implementing the Agreement. A relevant draft road map on trade and economic cooperation between the EAEU and Iran is in the final stage of approval. "It is not just a free trade agreement. It is a qualitatively new level of interaction. We see prospects for expanding cooperation in key sectors and increasing mutual trade," noted Andrey Slepnev.

Concept for Developing Common Market of Medicines within EAEU Adopted
The August 15 meeting of the Eurasian Intergovernmental Council in Cholpon-Ata, Kyrgyz Republic, approved the Concept for Developing a Common Market of Medicines within the Eurasian Economic Union. The purpose of the document is to ensure sustainable functioning of this market based on principles of mandatory requirements to safety, efficacy and quality of medicines. The Concept briefly reviews the current state of the EAEU market of medicines. It is noted that it essentially started in 2019 when pharmaceuticals began to be registered according to the Union's rules and common procedures were introduced within the EAEU integrated information system to ensure information exchange between the authorized bodies in the field of marketing authorization, assessment and inspection for compliance with the Union's GMP rules. The Concept defines the following main directions for further market development: improved and optimized marketing authorization procedures and regulation of circulating medicines, increased efficiency of information systems, developing infrastructure and competencies in the Union countries, their cooperation in manufacturing pharmaceuticals, regulation of circulating medicines taking into account international practices. Until 2026, marketing authorization certificates for medicinal products issued according to national rules will remain valid. To enable their further circulation in the customs territory of the EAEU, such medicines have to undergo the procedure of bringing their marketing authorization dossiers in compliance with the Union acts and be included on the EAEU Common Register of Authorized Medicinal Products. Starting from January 1, 2026, only the pharmaceuticals having EAEU marketing authorizations will be allowed to circulate in the Member States. Implementation of the document adopted by the Intergovernmental Council will ultimately increase the availability of safe and quality medicines for citizens of the Union.

Cooperation between EAEU countries in tourism can catalyze economic growth
On its official website, the Eurasian Economic Commission is developing a section about the Eurasian tourist routes to include information on over 400 attractions in the Eurasian Economic Union countries. This was announced by Lusine Bagratuni, Deputy Director of the EEC Business Development Department, during the session "Digital Vector of Eurasian Tourism: Integration and Growth Strategies" at the Kyrgyz-Russian Economic Forum in Bosteri, Kyrgyzstan, on August 14.

Varos Simonyan: "Digital sovereignty in the EAEU context means shaping digital independence by joint efforts"
On August 14, priorities of digital development and measures to enhance cooperation in that area were discussed at the plenary session of the 7th Kyrgyz-Russian Economic Forum "Digital Sovereignty as a Factor of Stable Growth and Technology Cooperation in the EAEU" held in Bosteri (Kyrgyzstan). The meeting was moderated by Varos Simonyan, the EEC Minister in charge of Internal Markets, Informatization, Information and Communication Technologies.

EAEU economies' growth rates outpace global average
Alexey Vedev, Director of the Eurasian Economic Commission's Macroeconomic Policy Department, spoke about the positive dynamics of economic development and strengthening of integration ties within the Eurasian Economic Union at a conference in the village of Bosteri, Issyk-Kul Region, the Kyrgyz Republic, dedicated to the 10th anniversary of Kyrgyzstan's accession to the EAEU.
