 In connection with signature of the Decision of the Supreme Eurasian Economic Council No. 40 "On primary directions of coordination of national industrial policies of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation​" on May 31, 2013 the Industrial Policy Department promoted work on practical implementation of these directions including enhancement of industrial cooperation and innovative development of the CU and CFMZ countries.​
Cooperation in the area of science and technology represents one of basic trends in industrial cooperation between the Parties in accordance with the SEEC Decision. At the meeting of the profile working group attended by the experts of the Parties in April 2013 the participants of the meeting supported the necessity of codevelopment of the document regulating the issues of formation and implementation of interstate programs and projects within CFMZ.
The Industrial Policy Department performed analysis of interstate programs of EurAsEC, the Union state, studied the experience of the European Union and developed draft approaches to formation and implementation of interstate programs and projects within CFMZ with due account for results, containing a series of innovative proposals. Particularly, it was suggested to refuse from the use of interstate programs in the form they exist in the EurAsEC and in the Union state and to create more efficient instrument based on Eurasian process platforms (EPPs) - separate interstate projects. The Industrial Policy Department shall consider the following approaches as conceptual base for further work in this direction:
a) it is suggested to fix priority directions of interstate projects and volumes of financing in the medium-term policy paper - the CFMZ Framework Program while joint interstate projects aimed at achievement of particular target indicators shall serve as the real instrument of the Framework Program implementation.
b) it is suggested to create the working body including representatives of the Parties, STA and EEC for project selection and expertise and separate body for interstate projects for making decision on financing where the level of representation of the Parties shall allow to make decisions without additional approval on the national level.
с)​​ it is planned to provide flexible mechanism combining different options of public and extrabudget participation for efficient attraction of project financing.
Further working out of these approaches with the Parties shall allow for legal and organizational basis for development and implementation of interstate projects within the CU and CFMZ: the Commission shall use them as the basis for preparation of the draft Regulation on procedure of development and implementation of interstate programs and projects within the CU and CFMZ.
