The Department of Finance as a structural unit of the Eurasian Economic Commission, the main activity of which consists in budgeting and execution of the budget of the Commission.
 
The Provision on the Department of Finance is approved by Order No. 122 of the Chairman of the Board of the Eurasian Economic Commission dated April 26, 2012.
 

The following are the main objectives of the Department:

• budgeting of the Commission;

• execution of the budget of the Commission;

• financial, cost and tax accounting;

• financial, cost and tax reporting.

 

According to its objectives, the Department shall perform the following duties:

• prepare, together with other structural units of the Commission, the proposed budget of the Commission and draft amendments to the budget of the Commission;

• prepare the explanatory note to justify the budget documentation and calculation of expenditures from the proposed budget of the Commission;

• cooperate with competent government authorities of the Parties and state budget (off-budget) funds of the Parties to the extent falling within the competence of the Department;

• coordinate operation of structural units of the Commission in terms of execution of the budget of the Commission;

• draw up and maintain the plan for budget expenditures from the budget of the Commission;

• ensure that budget funds of the Commission are spent according to the plan for budget expenditures from the budget of the Commission; 

• monitor execution of the budget of the Commission;

• maintain financial accounting and financial reporting;

• draw up quarterly and annual reports on execution of the budget of the Commission;

• maintain cost accounting and cost reporting;

• maintain tax accounting, draw up and submit tax reports according to the legislation of the Parties;

• participate in preparation of draft international agreements, resolutions of the Supreme Eurasian Economic Council and the Commission to the extent falling within the competence of the Department;

• prepare analytical and reference records for the members of the Council of the Commission and the members of the Board of the Commission to the extent falling within the competence of the Department;

• perform financial examination of draft financial and economic agreements of the Commission and documents on their performance to the extent falling within the competence of the Department;

• coordinate operation of structural units of the Commission in the course of financial control performed by competent authorities of the Parties, responsible for budgeting and execution of state budgets;

• arrange researches, scientific, practical and other activities in order to improve the performance of budgeting and budget management;

• perform other duties within its competence. 

 
The Department consists of the following four Divisions:


• Division of Financial Examination and Contract Work;

• Division of Budget Planning and Financing;

• Division of Accounting and Reporting;

• Division of Monitoring of Budget Execution;

• Division of Remuneration and Personnel Management.
